Vance Smith  Public Roads, lack of removal of vehicles.  This bill relates to the maintenance and use of public roads and to regulate the parking or leaving vehicles unattended on the right of way of public road.  Also adds that a towing service that is instructed to remove or have removed such obstruction by a law enforcement officer, or official in charge shall be liable only for gross negligence.

HB106 Rep. Ben Bridges- Peace Officer's Annuity and Benefit Fund.  The bill allows the Board to approve the interest rate and mortality basis which will be used for calculations of optional retirement. yes 160 no 0
HB112 Rep. Tom McCall - Food, License requirements and fees This bill amends the Georgia Dairy Act of 1980. Removes the fees for certain items.  It also removes the fees for businesses that manufacture, bottle or distribute soft drinks and/or syrup in Georgia. yes 167 no 0
 
Due to the death and funeral of Congressman Charlie Norwood the House will convene on Thursday at 9:00am so that members that wish to can go to the funeral at 2:00 in Augusta.

HB89- Firearms; carrying and possession. Rep. Tim Bearden- This bill would allow any law abiding citizen to carry a weapon anywhere in their vehicle. This bill was debated for 11/2 hours before the vote was taken. yes 130 no38
HB91- Executive Branch- Rep. Jill Chamber- This bill would force state agencies to provide detail spending  reports to the House and Senate Appropriations Committees.  yes 164  no 0
HB119- Justices and Judges- Rep. Wendell Willard- This bill called for an increase in salary for Supreme Court Judges, Court of Appeals Judges and Superior Court Judges.  yes152 no 7
HB120- Travel Allowances for Judges- Rep. Wendell Willard- Those Supreme Court and Court of Appeals Judges that live more than 50 miles from Atlanta would be reimbursed for one round trip per week while court is in session. yes 152 no 7
HB171- Auto titles, scrap cars. Rep. Tom Rice- This bill would allow for the scraping of untitled cars, over 12 years old and worth less than $750.  yes 159 no 0

Weekly Summary- Jan 30-Feb 2, 2007
The House completed its fourth full week of the legislative session. Legislators presented House Bills and House Resolutions this week and all passed with little or not opposition. On Wednesday the House voted on Resolution 16 to allow the placement of a statue of Zell Miller on the Capitol grounds. On Thursday Speaker Pro tem Mark Burkhalter announced that U.S. Airways had withdrawn its takeover bid of Delta. Delta is the largest private employer in Georgia and contributes $14 billion annually to our economy. On Friday the House adopted three measures. House Bill 81 by Rep. Cecily Hill would lower the fees required for salt water fishing, charter guides and pier license as well as increase licensing fees for out of state residents. House Bill 105 by Rep. Gene Maddox gives the Commissioner of Ag. the discretion to charge reasonable fees to offset the admin cost of collecting such fees. This only applies to rendering plants, poultry dealers, poultry broker, poultry market operator or hatchery license. House Bill 39 by Rep. Jill Chambers clarified that records required to be kept confidential under federal law are exempt from Georgia's open records laws.

The House will recess until Thursday, February 8 at 10:00. We will be meeting Thursday, Friday and Saturday next week. Saturday is Family Day and I would urge anyone interested in seeing the working of the General Assembly to come to Atlanta this coming Saturday, February 10th. We will start at 10:00.

The House voted on one bill today. HR21- Rep. Tom Dickson A resolution to honor Mr. Elbert Shaw by naming the Youth Detention Center in his honor. Yes 161 No 0.

HB 96 - Rep James Mills deals with State depositories, Federal Home Loan Bank. The bill authorizes state depositories to accept letter of credit issued by the Federal Home Loan Bank as a collateral method to secure government deposits. yes 167, no 0

HB 132- Rep. Ron Stephens deals with Vessels, certain ports number of pilots. The bill changes the number of licensed pilots to not exceed 21 instead of 17 for the port of Savannah, three for the post of Doboy and Darien, 8 instead of 6 for the port of Brunswick, two for the Great Satilla River and two for the port of St. Marys. yes 170, no 0.

James Mills and HB132 sponsored by Rep. Ron Stephens.
 
January 22-26, 2007                                         Summary:  Legislative Week # 2
After a week of budget hearings, the House of Representatives was back in session this week.  First on the agenda was House Resolution 50 urging the United States Department of Justice to oppose the proposed unsolicited takeover of Delta Air Lines.  Delta is the largest private employer in Georgia, with a $14 billion annual economic impact, and is seeking to emerge from bankruptcy this year as an independent carrier.

The growing number of trauma related deaths in Georgia has also initiated a concern among representatives. The Joint Comprehensive State Trauma Services Study Committee, a bipartisan study committee created last year by Senate Resolution 785, examined the need to maintain and expand Georgia’s trauma care services throughout the state from the current four centers in operation today.  In a press conference earlier this week, Majority Leader Jerry Keen said that he felt legislation creating better access to trauma care would have a strong impact on the citizens of Georgia.

On Wednesday, the House and Senate convened for a Joint Session in order to hear the State of the Judiciary address given by the Honorable Leah Ward Sears. Sears, the first African-American female chief justice in Georgia’s history reported that civic cases involving domestic abuse and child neglect are on the rise in Georgia and urged members to take action to address these issues before they reach the courts. 

This week the House of Representatives honored three outstanding groups of young people.  The Little League World Series Champions from Columbus, and the Breman High School State Champion Cheerleading Squad.  As well as, the Northside High School Eagles State Champion football team.  All were honored for their hard work, dedication and achievement.

Majority Leader Jerry Keen also announced the return of Family Day at the State Capitol.  First held two years ago, Family Day is a Saturday session of the Georgia General Assembly when members bring their families and constituents to the state Capitol to watch their legislature in action.  Festivities include Capitol tours and activities for children.

The House stands adjourned until 1:00pm on Monday, January 29.
January 24, 2007
Speaker of the House, Representative Glenn Richardson, gaveled the House into session today to convene a Joint Session of the General Assembly.  The joint session was called in order to invite the Chief Justice of the Georgia Supreme Court, the honorable Leah Sears and the Judges of the Court of Appeals to deliver the "State of the Judiciary' address.  After dissolving the joint session, the House adjourned its business until the next legislative day.
