This bill provides of a combination in the current
provisions of a living will and a durable power of
attorney of healthcare in one form. The bill calls for
a stronger focus on a patient's right to choose various
options concerning the type of treatment and care they

Smith Public Roads, lack of removal of vehicles. This
bill relates to the maintenance and use of public roads
and to regulate the parking or leaving vehicles
unattended on the right of way of public road. Also

officer, or official in charge shall be liable only for
gross negligence.

day of the legislative session. The House passed three bills.

Weekly Summary- Jan 30-Feb 2, 2007
The House completed its fourth full week of the legislative
session. Legislators presented House Bills and House Resolutions this
week and all passed with little or not opposition. On Wednesday the
House voted on Resolution 16 to allow the placement of a statue of
Zell Miller on the Capitol grounds. On Thursday Speaker Pro tem Mark
Burkhalter announced that U.S. Airways had withdrawn its takeover bid
of Delta. Delta is the largest private employer in Georgia and
contributes $14 billion annually to our economy. On Friday the House
adopted three measures. House Bill 81 by Rep. Cecily Hill would lower
the fees required for salt water fishing, charter guides and pier
license as well as increase licensing fees for out of state residents.
House Bill 105 by Rep. Gene Maddox gives the Commissioner of Ag. the
discretion to charge reasonable fees to offset the admin cost of
collecting such fees. This only applies to rendering plants, poultry
dealers, poultry broker, poultry market operator or hatchery license.
House Bill 39 by Rep. Jill Chambers clarified that records required to
be kept confidential under federal law are exempt from Georgia's open
records laws.
The House will recess until Thursday, February 8 at 10:00. We will
be meeting Thursday, Friday and Saturday next week. Saturday is Family
Day and I would urge anyone interested in seeing the working of the
General Assembly to come to Atlanta this coming Saturday, February
10th. We will start at 10:00.

Summary: Legislative
Week # 2
After a week of budget hearings, the House of Representatives was back
in session this week. First on the agenda was House Resolution
50 urging the United States Department of Justice to oppose the
proposed unsolicited takeover of Delta Air Lines. Delta is the
largest private employer in Georgia, with a $14 billion annual
economic impact, and is seeking to emerge from bankruptcy this
year as an independent carrier.
The growing
number of trauma related deaths in Georgia has also initiated a
concern among representatives. The Joint Comprehensive State
Trauma Services Study Committee, a bipartisan study committee
created last year by Senate Resolution 785, examined the need to
maintain and expand Georgia’s trauma care services throughout
the state from the current four centers in operation today. In
a press conference earlier this week, Majority Leader Jerry Keen
said that he felt legislation creating better access to trauma
care would have a strong impact on the citizens of Georgia.
On
Wednesday, the House and Senate convened for a Joint Session in
order to hear the State of the Judiciary address given by the
Honorable Leah Ward Sears. Sears, the first African-American
female chief justice in Georgia’s history reported that civic
cases involving domestic abuse and child neglect are on the rise
in Georgia and urged members to take action to address these
issues before they reach the courts. This week
the House of Representatives honored three outstanding groups of
young people. The Little League World Series Champions from
Columbus, and the Breman High School State Champion Cheerleading
Squad. As well as, the Northside High School Eagles State
Champion football team. All were honored for their hard work,
dedication and achievement.
Majority
Leader Jerry Keen also announced the return of Family Day at the
State Capitol. First held two years ago, Family Day is a
Saturday session of the Georgia General Assembly when members
bring their families and constituents to the state Capitol to
watch their legislature in action. Festivities include Capitol
tours and activities for children.
The House stands adjourned until 1:00pm on Monday, January 29.
